Division Profile

The Market Operations & Payments Division (MOP) consists of two departments: Market Operations and Payments.The Market Operations Department is responsible for managing the foreign exchange reserves of the Countries Curaçao and Sint Maarten and the local and international investments of de Centrale Bank van Curaçao en Sint Maarten (CBCS). The department also oversees the issuance and administration of bonds by the governments of Curaçao and Sint Maarten. The department implements the monetary policy of the CBCS in cooperation with the Payments Department.The Payments Department is responsible for managing the national payments system (IP-CSM, RTGS and ACH). It also executes payments on behalf of the CBCS. Finally, the Payments department conducts research in the field of payments and ensures that the systems meet international standards.

Job Profile

The manager of Market Operations & Payments is responsible for policy development, implementation of the CBCS’s asset management and its payments system, driving the development of the national payments system, and ultimately responsible for organizational and human resource management and coordination of the Market Operations & Payments division. The manager also acts as an advisor to the Board of Directors.


  • Initiates and oversees the implementation of changes and innovations within the division.
  • Ensures the implementation of human resource policies.
  • Contributes to the development of the CBCS’s strategies and policies.
  • Ensures the development of asset-management and payments policies, programs, and projects.
  • Provides input for the Innovation department and contributes to policy formulation in that area.
  • Prepares recommendations for the implementation of monetary policy in consultation with the department of Economic Analysis & Research and ensures required implementation.
  • Develops investment strategies and ensures the implementation of investment decisions.
  • Ensures effective (internal and external) management of investment portfolios in terms of composition and performance, ensuring proper analysis and reporting of market developments and financial and compliance risks.
  • Ensures the timely, accurate and complete settlement and accounting of reserve management transactions and arranges the management of custodian accounts.
  • Advises on and supports the development of the local money and capital markets.
  • Ensures the effective implementation of the national payments system considering the system’s overall soundness and effectiveness.
  • Manages relationships with CBCS correspondent banks.
  • Provides statistical information and recommendations with regards to the payment system.
  • Provides input to the contingency plan and assists in the event of contingencies.

Job Requirements

  • University degree in Corporate Finance, Business Economics, Risk Management or similar. 
  • Certification in Financial Risk Management and Investments is a plus.
  • Leadership experience.
  • A minimum of 7 years of professional experience in market operations, financial risk management and treasury accounting and strong affinity for payments systems.
  • Knowledge of relevant local and international laws and regulations.
  • Knowledge of financial markets and portfolio management.
  • Knowledge of financial risk management.
  • Knowledge of relevant Treasury Management Systems.
  • Knowledge of IFRS and other prevailing reporting standards.
  • Knowledge of the current national payments system.
  • Understanding of developments and innovations in payments.
  • Excellent oral and written communication skills in  Dutch and English.

Terms of Employment

  • Participation in the pension funds: Algemeen Pensioenfonds Curaçao.
  • Secondary employment conditions according to the CBCS Personnel Manual.
  • The selection procedure includes a pre-employment medical examination and a background check.
  • An assessment may be part of the selection procedure.
  • Competitive salary in accordance with education and experience
